About the author:
Orville D. Menard, Ph.D was a Political Science professor at the University of Nebraska at Omaha for 34 years. Among the many honors and awards he attained, Orv (as he was known to his friends) was given the Chancellor’s Medal, 1988, UNO’s highest honor, which is awarded to those whose service has brought distinction to the University Community in all its dimensions. Orville passed away in 2014 at the age of 80.
